The Purpose of a System is What It Does. The health care system in the US delivers profit to industry and the worst outcomes in health to people. Those are demonstrable facts. Those facts demonstrate the purpose of the system being described.
No matter what anyone says about what the system should do, or could, do, or even is doing, the system’s purpose is what it does, not what we say or think or wish it did.
